Better vouches

Add something more to vouching, since it looks like a renamed version of reputation

Possible features:

• Require attaching evidence such as screenshot of received goods and payment proof
  
• Vouch format, buyer must specify the amount paid, what exactly the product was, what the buyer received and how long it took
  
• Highlight top vouched threads of the week/month with a "Top Seller" badge on the thread or similar
  
• Seller can reply to vouches
  
• Report button to vouches
  
• Add minimum length so we don't just get "hq vouch very sigma"
