Operational costs, time spent, or resources used are the seller’s responsibility unless explicitly agreed as buyer-paid expenses.

If the service cannot be completed under the agreed terms and you are unwilling to continue without extra payment, the service is considered not delivered.
Refunds do not need to be guaranteed in advance.
A no-refund policy must be explicitly stated to apply. This was not done.
